General Manager's Note - April 2026

The District is ready for spring and summer programs and increased service to our community. We are continuing to focus on community-led feedback and initiatives, improving district infrastructure, and enhancing experiences through activity space improvement projects and new programs. While a lot of our services and projects are front of mind and easily seen, there’s so much more that goes on behind the scenes to support our community like expanded Adult/Senior programs and swim lessons to name a few. I am extremely proud of the tireless work our teams have undertaken to support our community and their commitment to listening to feedback and recommendations.
HRD Foundation - we are accepting recommendations from individuals interested in being a connector and convener to increase opportunities at Highlands Recreation District. If you are interested or would like to recommend a community member, please send names to gmdirect@highlandsrec.ca.gov.
Project Updates
- Trenchless Sewer Replacement: Scope of Work to replace approximately Sewer Line Replacement adjacent to stairs at basketball court, through playground, parking lot
- North Landslide/Retaining Wall: Plan Review Consolidation; Erosion control approved. County requested additional boring be performed in design, Romig engineer to incorporate into their report and resubmit.
- Administrative Office Renovations (April/May)
- Walkway Resurfacing: (Summer)
- ADA Review: (Summer)
- Tennis Court Resurfacing: Stop by Registration Office and HRD website to provide feedback tennis/pickleball court design, colors, and layout. (Mid-April)
- Pool: Annual Maintenance and deck cleaning (April)
- Pool/Lifeguard Office Refresh (March/April)
- Pool Renovation Preliminary Assessment and Community Engagement (Summer)
- Fitness Center: Watch for Fitness Center survey to learn what our community needs.
- Highlands Recreation District - LAFCo Report Submitted in February 2026 is under review. Thank you to Board of Directors Aquino, Merkadeau, and Ut for your review. San Mateo LAFCo will send a draft Municipal Service Review report to the District for final review for accuracy and correction in April.
