April 29, 2020  Revised Shelter in Place Order

On April 29, 2020, San Mateo County Public Health, Policy and Planning Department issued a revised Shelter in Place Order which extended the previous order through May 31, 2020 (Revised Shelter in Place Order). Under this revised order the HRD facility will remain closed (including the tennis courts, pool, basketball court, sport court, gym, and playground) until further notice.  

Consistent with this revised policy, which continues to prohibit the use of recreational areas and facilities with high touch equipment or that encourage gathering, the HRD playground, basketball court, sport court, pool, and picnic area will remain closed. The tennis courts will remain closed as the revised State Order does not state tennis as an approved outdoor activity. We are currently implementing the most stringent order out of an abundance of caution for our community.  The HRD staff in conjunction with the Board of Directors will continue to monitor this situation and will update the community with any changes to this policy.

Additionally, the revised order has two important new provisions (1) the classification of Essential Workers has been expanded to include owners, employees, volunteers, and contractors for Essential Businesses, Essential Governmental functions, Outdoor Businesses, or employees who provide Minimum Basic Operations and 2) Construction Projects are allowed to continue. 

HRD is currently evaluating the feasibility of offering childcare for children of Essential Workers. If childcare for Essential Workers is offered the HRD will monitor and adhere to all health and safety protocols. The size, scale, and scope of such childcare will depend on community need and will be determined by recommendations from health officials and licensing guidelines. We are pleased that our construction project can resume on May 4. Our project will comply with the safety orders included in the revised Order. We anticipate the new restroom, ADA ramp, expanded deck, and improved social room will be completed in early June. This completion date should coincide with the start of Summer programming which is currently scheduled to begin on June 22, 2020.

We are hopeful that our full site can reopen at the conclusion of this revised Order on June 1, 2020. Our staff is planning to resume Summer Camp programming and open as much of the site as is feasible. All programming will comply with local, state, and federal guidelines; therefore, the size and scope of programs may be adjusted accordingly. We are also monitoring Highlands Elementary School Calendar for 2020-21 school year and will work to adapt our childcare to align with the school year.
