HRD Facilities Master Plan

On January 11, 2022, the HRD Board of Directors reviewed a proposal to begin work on a District facility improvement plan. Most of District’s facilities were built 60 years ago in late 1950s and early 1960s with some buildings and systems reaching the end of their useful life. The Early Education Center is the newest facility which was built in 2010. More recently the District completed ADA and Seismic retrofit upgrades to its main building and social room, and over the next 6 months the District’s playground and sports court will see a limited renovation with some grant funds it received from Proposition 68. However, most of the District’s facilities remain like the ones built 60 years ago which include the Highlands pool.

The facilities master plan seeks to prioritize facility upgrades of the Highlands pool and pool house, extend the useful life of existing buildings, makes improvements where feasible to better meet programming needs and identifies funding mechanisms while being responsive to community needs. An important component of the plan will be community engagement. The District wants to hear from Highlands residents and facility and program user groups to inform the plan and collaborate on creative solutions to address the changing needs of the community.
